What is Civil Defence? |

Civil Defence includes any measures not amounting to actual combat, for affording defence against any form of hostile attack by a foreign power or for depriving any form of hostile attack by a foreign power of its effect, whether such measures are taken before, during or after the time of the attack, and includes remedial measures during calamity or disaster in peace time. |

Why is Civil Defence being introduced? |

- Render advice on civil defence and fire service matters to public and private sector.
- Impart basic civil defence, first aid, rescue and fire training to general public, industrial/commercial concerns.
- Specify, coordinate and enforce fire protection and civil defence measures in industrial and commercial concerns and in other premises considered essential.
- Inspect Municipal Fire Brigades and fire protection measures in industrial / Commercial concerns etc.
- Hold Fire Co-ordination Exercises, Civil Defence Demonstrations and Seminars in all major towns of the Province.
- Standardize fire appliances and equipments.
- Plan and co-ordinate Civil Defence Schemes in classified towns as per reports of the Civil Defence Committee on Defence Planning or as per instructions issued by the Federal/ Provincial Government.
- Liaise with the Armed Forces for Fortress and Air Defence on matter relating to Civil Defence.
- Issue instructions to urban councils and other agencies in Civil Defence functions.
- Assist Government Departments with available resources in peace and war emergencies.
- Organize Warden Service in classified towns and train its volunteers for Civil Defence services.
- Help local administration in peace and war emergencies through the Warden Service and its Volunteers.
- Render first aid and evacuate casualties during emergencies, if such resources are available.
- Carry out publicity for mass education in Civil Defence.
- Provide assistance, render advice and impart training in bomb detection and disposal.
- Train Civil Defence staff in the functioning of Civil Defence Services.
- Render miscellaneous services at the district level: Anti-Dengue, Anti-Polio Campaigns, duties in Sunday / Ramazan Bazars, Moharram-ul-Harram / Eid Milad-un-Nabi processions, verification and distribution of checques among the victims of bomb blasts / accidents etc and any other duties assigned by the District Coordination Officers / Controllers Civil Defence.

When was Civil Defence introduced? |

- The Civil Defence Department was come into effect in 1948 under the name Air Raid Precaution (ARP) in the aftermath of world War-II.
- In 1951 the organization was renamed as Civil Defence under Civil Defence Ordinance 1951 (later amended as Civil Defence Act 1952) and Civil Defence (Special Powers) Rules 1951.
- In 2001 the Department was devolved after Devolution of Power Plan was promulgated.
- Most important mandate of the Civil Defence Department is responding to emergency either in case of enemy action during war or to combat natural and manmade disasters.
